Here are the 4 Scriptures, in the Ancient Hebraic Texts, that use the form of “Eil” (‘Êl).

Numbers 23:9 – Eil is not a man that He should lie, or a son of man that He should repent. Has He said, and shall He not do it? And has He spoken, and shall He not make it good?

Hosea 11:9 – I will not execute the heat of My anger; I will not return to destroy Ephraim. For I am Eil, and not a man, the Holy One in your midst. And I will not enter into the city.

Now let's look at some other scriptures where the word "man" applies these titles:

ⁿ The word for captain here in Hebrew is “sar” and is used in Is 9:6 as a description of the Messiah being “Sar Shalom” or Prince of Peace. Undoubtedly, this had to be the Son Of Eil, because an angel/messenger would not allow worship, and an angel’s presence would not make the ground holy. (Rev 22:8-9, Ex 3:2,5)
